  • The land’s location directly opposite District 2 Municipality building led to reluctance among developers to take on the project.
  • Prevailing assumption among developers that a change of use from residential to office would be necessary to attract buyers.
  • Overlooking the advantages of maintaining residential use next to the municipality (e.g., higher security, lower density, more green space).
  • A slow market and lack of motivation among developer candidates to engage.

  • Created the opportunity to deliver a meaningful residential building-product — one that could inspire other developers frequenting the municipal offices nearby. This project aimed to subtly influence how such stakeholders view value and guide them toward more thoughtful use of national assets.
